One of the multiple aims the DSM directive pursues in order to make copyright up-to-date and future-proof is to “provide for measures to facilitate certain licensing practices”. In order to achieve that aim, the directive inter alia creates the possibility to apply “collective licensing with an extended effect”, often simply referred to as extended collective licenses or ECL’s.
