  • 1. Domain name blocking and the suspension of websites is an extreme and highly problematic measure in the light of human rights. 2. Blocking IP addresses is the most problematic, as not only the infringing site but also legitimate ones are blocked. Such goes beyond the balance and proportionality necessary to ensure the freedoms of information and expression. 3. Domain and sub-domain blocking (DNS blocking) is much less invasive or liable to cause damages or harm third parties, being therefore a more balanced solution.
